Before a person can start gambling for money on the Internet, they must register with an online gaming site and create an account. They will be asked to provide personal information such as their name and address, and they may also be required to create a user name and password. Once a user has registered with an online gaming site, they can then deposit funds into their account to play for real money. This money can be transferred through a credit card, or the site may offer an alternative method such as an electronic check or wire transfer.

Some states have passed legislation to regulate online gambling, while others have tried to prohibit it altogether. One attempt at prohibition came in the form of a bill introduced by Senator JonL. Kyl (1942-; R-AZ) in 1995. The bill would have permitted online forms of gambling that were already legal in the state, but prohibited those that were not (chiefly sports betting). This measure failed to gain support and was never enacted. In 2004, Antigua and Barbuda appealed to the World Trade Organization, which has limited authority to settle disputes between its members, arguing that the United States’ laws on online gambling violated WTO free trade agreements.
